Does anyone have any info on this room?Is it a plexiglass verandah?Ok now that I read that post panic sets in.How about noise levels from deck 9?

Yes, you have a transparent verandah railing. There's no connecting door to an adjoining room. Your location is convenient to the Aft stairs/elevators. As far as Deck 9, you're underneath the table area near Scoops.
