Why are they called quiet pools?

At most of the resorts that have quiet pools as well as a main pool, the quiet pools do not have any additional services (like food) or recreational fun stuff (like the water slide). At POR, the quiet pools just look like backyard swimming pools.
If anyone else knows more, please add.
