Hey! A friend is planning a trip...they have someone who'll get them park hopper tickets. Can they buy the DDP separately if they also stay in a Disney resort?

No, they must purchase a Disney package that includes at least a 1 day ticket for each person to include the dining plan.

Not unless they purchase a package reservation with at least a one-day base ticket for the entire party. Annual passholders and DVC members can purchase a dining plan without a room/tickets package, but they're the only ones (also a limited exception for those using the military room discount). The dining plans cannot be added to a room-only resort reservation - it has to be a package.
