Can You Use CS credits and make a meal from Individual Items???

Some restaurants don't list a menu for lunch/dinner, they have separate items(ex. sandwhiches/chips/cookies) Can you use the DDP @these locations and use your CS credits (starring rolls in HS/ Main St bakery in MK) Also, Can you do any kids CS Meals @ these places???:)

We have used CS credits at both Starring Rolls and Main Street Bakery. We got sandwiches, desserts, and beverages.
