That is so unbelieveable. What establishment has their patrons arrested for not paying a tip. Yes, it was part of the bill, but it's a gratuity and gratuities are not required. The college students probably should have spoken with the manager to discuss further before refusing.

You should not be forced to pay a gratuity for terrible service.
