If you call when the offer comes out and ask to apply it to your ressie, you shouldn't have any problems. Sometimes dates might be blocked or there may not be availability at your resort... so you might want to keep in mind that you may need to be a bit flexible.

Well here is where it gets sticky! you can change your ressies over to the free dining, but there are limited # of rooms at each resort for that promotion. So the more ressies a resort already has filled the less rooms they will have for the special. I hope I didn't confuse you! So people making ressies in hopes of free dining are limiting Disney's need for the promotion,or limiting the # of rooms they need to fill! So making ressies now does not increase your chance of getting free dining, it really takes it away. You just have to be ready when it is released. I hope this helps.

When was free dining announced in 2009? Was it announced for Disney Visa cardholders before the general public?

According to Mousesavers, the first round of 2009 FD for Visa holders became available on March 26 09, and then to the GP on March 30 09.
They then brought it around again on June 10 with slightly fewer days available for the beginning dates of FD.
Hope that made sense! ;)
