If you buy points from the DVC board, can you still get the free dining that typically happens Sept-Oct.?

sorry, no. Free Dining is a promotion to fill hotel rooms during slack times. It is aimed at people buying a room & tickets package, and you have to be paying the full regular room rates, not vacation club rates.
