Hi and welcome to DIS and please don't worry about your English it's very good. :)
There are a number of ways of celebrating your daughter's birthday.
There is a specific birthday tea party at the Lucky Nugget restaurant, with sweets & pastries, you will all have a slice of cake and she will have a gift,
or you can order a birthday cake to be brought out to her at any of the table service restaurants, I'd recommend Cafe Mickey if you're going to choose this option.
If you booked with Disneyland Paris direct you should be able to add either of these options to your existing booking and pay for them beforehand.
If you're thinking of just getting a cake you could wait until you are at the resort and arrange it there, County Hall, your hotel consierge or the restaurant that you choose to have it at will be able to make a reservation for you and book your cake, as far as I know you must prebook the cake, you can't just request one when you're at the restaurant.
The cake will be brought out to you with candles lit on it and the cast members and characters will sing, dance and clap. Your daughter will feel very special. princess:
Hope this helps and you all have a lovely time:goodvibes

I stand to be corrected, but I do not think it is possible to reserve a meeting with or the appearance of a specific character.

I'm sure you are right, you can't reserve a particular character to celebrate your birthday with you.
At character meals, you can ask your waiter if a specific character will be there, and if they are, you can ask if that character would come to the table when the birthday cake does, but this can't be guaranteed.
