If you use borrowed points to make a reservation at one dvc resort can you (if there is vacancy) change it to another dvc resort for the same dates?

Sure!

When you cancel the first reservation, the points are returned to the current use year and may be used for another reservation for the same dates, based on availability.

Of course the 11 month/7 month windows still apply based on the points' home resort.

Not all the similar sized lodging takes the same number of points. For example, a one bedroom at OKW will be fewer points than a one-bedroom at BCV. So you may need more or fewer points depending on where you want to change to.

Absolutely! You can do anything with borrowed points that you can do with regular points - except put them back once they have been borrowed.
