Scrooge does in fact appear at the MVMCP.
However he has also been known to appear at the Magic Kingdom during the day throughout the Christmas season. We meet him in 2006 on a day where there was no party that night. He was alternating every 30 minutes with Donald at Donald's Christmas Tree Stand.
He also greets runners in the Disney Marathon alongside Launchpad. So if you are willing to train for a marathon ;) you can possibly meet him, but characters often go in and out during the event so he is easily missable.
Other than that I have not seen him.
