Im thought that POP and the All Stars resorts did not include free dining it was for moderate deluxe and villas
I just checked and www.disneyworld.com
and it says
Upgrade to Disney's Caribbean Beach, Port Orleans or Coronado Springs Resort and enjoy free dining!
Under the booking for POP

The US and UK have different restrictions on the time frames that can holidays can be sold and booked for.
Disney UK direct are offering:
*Disney Free Dining promotion: 2009 offer available for bookings made by 5 October 2009 for stays between 31 August and 17 December 2009 (latest date of check-out 18 December 2009). 2010 offer available for bookings made by 29 December 2009 for stays between 1 August and 18 November 2010 (latest date of check-out 19 November 2010).
The free plan is only available if you are staying at a moderate, deluxe or villa, and the type of plan you get will depend on where you are staying. There is no free dining plan available at the value resorts.
If you book direct with Disney US however, you can get the CS dining plan free with a value resort booking, and normal dining plan free with moderate or deluxe resort bookings, but your travel dates have to be between 2nd October 2009 and 24th November 2009.
Free dining does not seem to be available with Virgin now - their time limits have ended. However, you can still pay to add on the dining plan with them.

Thanks for looking that up, though it seems confusing because I was going by this sites home page that says value resorts get the free counter sevice DP.
Do TA have their own offers then ?
The UK TA's will have different offers to the US. The DisBoards and Dreams Unlimited are US-based, and therefore offer more information that is relevant to them/their US guests.
There is nothing preventing you from using Disney US instead of Disney UK if you want to - plenty of UK Dissers have done that :goodvibes

This site is US based hence showing the US offers on the home page :)
UK TA's have different offers and usually not as generous.
