Yes anyone can use FP - you put your park ticket in the FP machine and get a time to return to the ride and then enter by a seperate entrance. However you can only hold one FP at a time.
Guests of DLH are given one extra FP a day to use when they want through the day
VIP FP which is for Castle club guests and Empire floor of NY can be used at anytime and as many times as you want during your trip
