All applicable sales taxes are included in plan costs.

even the free plan?

Just confused as the paperwork I got from Disney states that gratuities and taxes can be added to your room balance

Unless they have changed it from last year, you should be fine. Last year the taxes were covered by the free dining plan just like they are for paid dining plan. We've been twice this year with paid dining (Deluxe in January & regular dining in May) and the taxes were still covered by the plan. I would think that paperwork is just another example of Disney's habit of inserting "goofy" wording in their material - been known to happen.

It should still be included on the "free" plan (which isn't really "free", it's just a package deal discount, albeit a good one).

What that language probably refers to is that anything you want to order beyond plan entitlements, including taxes and gratuities, can be charged to your room card, if you set up charging privileges.

It's spelled t-i-p-s. Much easier.
