I just booked for December and had a code for free dining is it possible to upgrade to deluxe and is so what would the cost be? would I only have to pay the difference example reg dining is 39.99 per person and deluxe is 71.99 the difference would be 22.00 per person per night?

Yes, you pay the difference, but that is actually $32 a night, not $22.
