While we booked our trip utilizing the "Free Dining Plan", if we use 2 table service credits (per person) and dine at a signature restaurant, do we get an appetizer included with the signature dining ??

No, not unless you have the Deluxe Dining. Signature restaurants just take more credits; they don't change your entitlements.
