First of all, we will be staying off site. Can I add the DDP to my park tickets?

No, sorry.
Generally you need to buy a WDTC package, which also means staying on site and booking a dining package.
DDP has nothing to do with park tickets.

If staying offsite, you are not eligible for the dining plan.

DDP has no relation whatsoever to park tickets. The only way to book the dining plan is to stay at a Disney-owned resort. If you are staying at a Disney-owned resort and you want the dining plan you will probably need to buy a package reservation that includes tickets, because for most guests it can be booked only as an add-on to a package reservation - but the dining plan if you choose to get it is tied to your resort stay, not your tickets.
Guests staying in non-Disney-owned hotels cannot purchase the Disney Dining Plans at all.
