There is no charge to call other rooms at a resort.
Local calls are .35 for DVC members on points at DVC resorts and .75 otherwise. 1-800 calls are free, but long distance calls have a surcharge in addition to the usual long distance charges.
If you call the WDW operator and ask to be connected to another Disney onsite phone, they will connect you and there will be no charge either. I've even called MS this way- just ask the operator for DVC Member Services and there will be no local charge. This also works to call oter resorts, WDW dining and recreation.
If you give them a number to call, you will be charged, but if they do the connect, there is none.
Enjoy!

When we stayed at Boardwalk last December I called a friend staying at OKW directly a couple of times and was not charged. 800# calls are also free.
