Runs with Disney

I am new here and have discovered something quite interesting.:)
Earlier today I got a quote from the main WDW website as we are thinking of making another trip to WDW in November sometime. The current dates we are considering are 11/19 - 11/28 - moderate resort. We are a family of 2 adults and a 10 y.o. child classified as an adult. (So 3 adults).
The quote we were given for POR standard view room including 10 day WYW tickets (with P/H and WPF) and Q/S dining was $3645. If we want to do the DDP then the total comes to $3915.
Previous trips to WDW were booked from outside the U.S. as we were not residing here at the time. I have family based in the U.K. so thought it would be interesting to get a quote from the Disney International website which is based in the U.K. wdtc.disneyinternational.com/Special-Offers.asp?ID=14 (without the www part).
Now here's the thing. Disney International website is offering free Q/S dining for all Mod and Delux resorts for stays between 8/2 and 12/17/2009. Bookings must be made by 7/15/2009. They also have an online special for a 14 day Ultimate Ticket for the same price as a 7 Day Premium ticket. (includes WPF and PH). The QS dining plan can be upgraded to the DDP for a cost of $6 pp per day.
I printed out their quote for the same dates at POR including tickets and DDP and the total is GBP1530. At the current exchange rate of around $1.50 for one GBP, the trip would cost $2295. This means that the exact same trip would cost $1620 more if we book it through the U.S. WDW website.
Can someone explain to me why the same trip is substantially cheaper when booked from outside of the U.S.:confused3
Being new here, I do not want to break any rules - the special offer I refer to is available to the general public (outside of the U.S.) and there are no pin codes involved. I hope it is O.K. to post my question on this forum.
Thanks:)
