The only place that I can think of for lobster is at Narcoosee's. There is no surcharge, but it is a 2 credit meal.

Narcoosees is at this point the only restaurant on the dining plan that offers a lobster entree. As the previous poster mentioned, it is a 2 TS credit per person restaurant.
Off the dining plan, lobster is offered at Bluezoo and Shula's (Dolphin) and Fulton's (Downtown Disney)

I had the "surf & turf" at Narcoosees last month on the DDP, but they also offered a whole lobster. The nice thing about the whole lobster (not noted on menu but our server told us) is that the entire lobster is cracked and the meat "freed" in the kitchen. It comes out whole but easy to eat.
All meals there are 2 TS credit per person.
