On the Disney site, it says the following:

Special Dining Experiences
Your Deluxe Disney Dining Plan allows you to trade table-service meals for special dining experiences that your family will remember for a lifetime. See the exchanges below:

1 entitlement =

1 Character Dining Meal (except meals at Cinderella's Royal Table in Magic KingdomŪ theme park)

2 entitlements =

1 Signature Dining Experience (such as Citricos at Disney's Grand Floridian Resort & Spa)
Or

1 Character Dining Experience at Cinderella's Royal Table in Magic KingdomŪ theme park


Re: the part in red, does this mean that the cost of a character dining meal (except CRT) is 1 TS credit ...

... OR ...

does it mean we are entitled to do a TS credit trade only once?

Entitlement means meal credit.

The cost of a character meal is one TS credit UNLESS you book Cinderella's Royal Table. CRT is a signature restaurant and will cost 2 TS credits per person. All character meals are table service.

You can trade each of your meal credits for any meal at a participating restaurant. If the restaurant is a signature restaurant, you must trade 2 TS credits for one meal.

If you are on the deluxe plan, your meal credits can be traded for either counter service or table service. Deluxe does not have designated counter and table credits. The regular dining plan has credits specifically designated for counter and credits specifically designated for table.
