As DVC owners, do we get a discount on APs, or only on LOS?

Not on AP's, but you get a discount on AP's with Disney Club.

Can you buy the AP's at the front desk at OKW. I assume they will take the Disney Club discount also. Thanks.

AP's are not available at resorts. You can buy them at the entrance to each of the theme parks, you can order them by calling disney or you can purchase them at some disney stores. All methods mentioned above you can use the DC discount.

A good spot close to OKW if you don't want to go to a park is the Guest Relations Office at Downtown Disney. It's on the parking lot side of Team Mickey, near the restrooms.

If you're on a package (not DVC) that includes admission (LOS), can you upgrade them to an APs?

I don't think you can change passes that come from a package since they are not separately priced.
