We are going to try to get a category 2 for our next cruise in 2004, are both tubs jacuzzi's?

Also, my youngest DD will be 7 and oldest will be 9. Can the 9 yr old be included in the 5 - 7? She is more interested in some of those activities anyway.

I'm not positive, but I believe there is only ONE jacuzzi tub in the Cat. 2, in the master bathroom.

Yes, your 9-year-old can go to the 5-7 group if there is space available, but be sure you really want to do that. She will be MUCH older than the kids in that group. Just sign her up with the counselors in the Oceaneer Lab when you sign up your 7-year-old.
