For the most part it is, as long as it is a single serving item. For example, a half gallon of milk was under $4 but could not be purchased using a snack credit at the resort. A box of donuts, same thing. But you could get things like baked goods at the Main Street Bakery (but not the french toast loaf apparently), ice cream sundaes, etc. as snack credits.

Churros in Mexico were not snack credits back in July when we went. But the lady at the counter was nice to my husband and allowed it. This made no sense to me because it costs $2.50, is a dessert on the DDP, and is a single serving.

On the Dining Plan board, there is a sticky at the top that lists all items that count as snack credits at each park as well as all the resorts and water parks! Check that out!

FYI...a funnel cake at MK is a snack credit, whereas one at Epcot is not. :confused3

Oh but I will add...things like a bagel, or a single serving cereal box at your resort food court are considered one snack credit each!! So you could use snack credits for a light breakfast!

At the F&WF, the lobster roll in the Hops and Barley Market can be used as a credit and it's $7.

Food and Wine Festival booths are apparently considered special exceptions, as snack credits were good for any food item or nonalcoholic beverage there, regardless of the price of the item.

As a general rule, snacks are considered single serving items that cost under $4. The price is a general guideline, not a hard rule. You will not know for sure if a certain item is considered a snack unless it is marked as a snack or you ask whether you can use a snack credit for it. The thread on this board most likely does not list ALL available snack items - just the ones that DIS posters have been able to get and are reporting about.
