Pepper Market and the CS Dining Plan

We're staying at CSR, so the QS dining plan makes sense for us, given the menu prices at Pepper Market. I've seen conflicting information, however, about the 10% service charge.

If we use a QS DP credit to eat at Pepper Market, do we have to pay the 10% charge out of pocket or is it "covered?"

Unfortunately, they seem to be very inconsistent about this. We didn't pay it at all in September, but I know some people have.

The best way to avoid it no matter what is to ask for a "to go" ticket and eat at one of the tables by the lake. It's a lovely view and you can enjoy the weather (assuming it is warm enough).
