Is the 2nd person in a cabin always charged an adult fare even if uner 12?

Unfortunately, no matter what age the 2nd person is they are charged as an adult.

The only way to get around it is to find a second adult or book well in advance to get a good discount to offset the price.

my experience has been that in order to be eligible for a child discount, there must be two adults paying fare in the room.

Yep, first 2 people in each cabin pay the full fare. The 3/4/5 passenger pay the reduced rate depending on their age. If you have 1 adult, 1 teen and 1 child 3-12 make sure the teen is the 2nd name you provide. That way you pay 2 adults and one lower child fare. If you book the younger person second then you still pay 2 adults and the teen rate is higher than a child.
