London RCI exchange?

I find this a bit confusing. MY DD will be in London for a few days in July. I found a DVC exchange but do I book it through DVC? The chart I looked at had figures like 15 points per night for a studio exchange, but I think this hotel is a one bedroom...Also is there a fee of $95? Any help would be appreciated. I would like to help her out but only have 40 some odd points left and they would need to be borrowed from December 2009. Is that even allowed? Help!

You will have to pay a $95 transfer fee. Call MS and find out what they can tell you. They are the experts on this.
