I am trying to under stand this software and having some issues. I am trying to use the following file as a frame and layer pictures behind it. Well I can't figure out how to clear the white part so the pictures show through the layer. Anyone know how I can get to work?

I am by no means an expert, but I think you may need to make it into a GIF or JPEG so as the white becomes transparent. I'm sorry but I don't know how to do this with the programme you use. Sorry!!!!!:confused3

I tried changing it to a GIF and JPEG and also a PSP file and the white still isn't transparent...this is so frustrating it should be so simply!

Not a pro and still learning but do you have a magic wand --if you do
After merging layer down zap area with the wand,, now hit delete button
I tried for you hope it worked

Actually now I stumped because I just tried your frame and it worked fine ,,:confused3

bababear what were the steps you did? I did the following:
1. open all images
2. Then activate your first photograph; and from the top menu, choose Edit then choose Cut. Then activate the double frame image, and from the top menu, choose Edit then choose Paste As New Layer. Your first photograph will be pasted as a New Layer, over the
frame.
3.Now, activate your second image, and Cut and Paste it (as a New Layer) onto the double frame image. Your Picture Frame will now have two photographs pasted over it - onto separate Layers.
4.It is time to resize and manoeuvre the cat photographs, and place them inside each of the Picture Frame’s ovals. Ensure the image you are working with is active - (highlighted) in the Layers Palette, and that it is positioned at the top of the Layers Stack - then from the left-side Tools Toolbar, activate the Deform/Deformation/Pick Tool - depending on your Paint Shop Pro version.
5.Now, activate any Tool from the Tools Toolbar to remove the Vector Deformation Bounding Box, (For convenience, I choose the Pan Tool, found at the very top).
Then left-click and drag the Picture Frame Layer above the pictureLayer - as illustrated below.
this is where i get stuck. In the demo i did online it worked fine but the frame was empty but for some reason the frame I want to use it won't empty!

ok I think I got it now...I used the magic wand and got it to work!!!! Thank you for the direction I needed!!!! It just frustrates me since I work with computers and software all day when I can't figure something out and I know it should be so simple!
