Can you get DDP no matter what hotel you are staying at?

Two questions:

(1) Can you sign up for the DDP if you are staying off property (at a non-WDW hotel)?

(2) If you are staying on property, but at the Swan or Dolphin (which I understand are non-WDW resorts), can you sign up for the DDP?

You have to book a magic your way package and stay at a Disney owned hotel to book a dining plan; or you have to be a Disney Vacation Club member staying at a Disneyworld DVC property.

I booked a room through expedia at All Stars Music and was told we could not get the dining plan.
I really wish we could though- I love the dining plan!

That is true, you cannot get the dining plan if you are going through a third party like Expedia as you are not considered to have booked with Disney.

This would not apply to travel agents who book your reservation on your behalf directly with Disney.

One other exception is that AP holders can now buy the DDP, again though, only if they are staying at a WDW owned resort.
