wherever the guest relations area is - as a PP mentioned, in MK it's at City Hall; In Epcot it's to the left of Spaceship Earth as you walk in, etc. Whichever park is your first visit of your trip, you can get one there.

When we visited for the first time(Aug. 08) our resort(WL) gave us our first time badges.
