Frosty - Harmless or a Subject of Concern?

I'm beginning to wonder about this harmless individual. Is he merely a jovial snowman or should we be concerned about the welfare of our children? He comes into town virtually unknown with a story about a magic hat making him come to life. He befriends young children, avoiding adults. He encourages truancy by influencing the children to run about town one day satisfying his delinquent whims. He shuns authority by ignoring the police officer's order to stop. Then, he's gone, promising to return another day.
