I have booked Jiko as a special night out. I know that this is 2 TS credits a person. Can you pay part in dining plan credits (1 TS credit each) and pay the rest in cash? Or is it all cash or all dining plan?

As far as I know, it's all or nothing per person, not party. Depending on how many are in your party, just use credits for part of your party, cash for the other remaining people in your party. For example, if it's you and your SO, use the 2 credits for the one of you with the most expensive item, then pay cash for the person ordering the cheaper item.

We have gone and split checks before, we always meet our IL's each trip for a meal or 2 or 3 and we always had the DDP and they always paid OOP, we just told the waiter 2 on the DDP and 2 OOP and they made 2 separate checks.

As far as I can tell the OP wants to know if they can knock the 2 credit requirement for Jiko down to 1 credit by paying the cash value of the other credit.
The answer to that is no. Your meal at Jiko will cost 2 credits if you wish to pay with the dining plan.
If you want an appetizer or something else that isn't covered by the dining plan, you can order that and pay cash for it.
You can also order one meal with 2 credits and pay cash for the other meal, or share the one meal and buy anything extra you'd like - as long as you are sharing the meal with someone else on your reservation. (The dining plan rules are that you may not share your meal on the dining plan with anyone who is not on your reservation and did not pay for the dining plan. You can eat at the same table on the same restaurant reservation with persons who are not on your reservation - their meals would be paid for either with cash or with their own dining plan if they have one)
