We are going in Feb, we booked a few extra table services and will have left over counter service....can we swap them for snacks?

No but maybe.
OFFICIALLY - if you read the conditions, terms, and rules of the Dining Plan - no. But if you ask a manager are your resort, they may be able and willing to allow such a swap.
But are you sure now that the/any dining plan is most cost-effective?

I only booked one extra TS, but we can never eat all of the counter service, they are usually too big and like to share. So we will have extra. I hate to waste food.
Is it cost effective....who knows, I just want to try an extra TS and got the ressie when I wanted it. We only live once!!

However, it isn't called a SWAP. It is still a CS meal.
Go the the Grab 'n Go section of your resort CS. The CM will be able to tell you what you can get with those credits. We did this on our final day. You'll always need to get a drink or two, but you can get bakery items, etc. to complete the meal.
