What is this $99 Cruise I keep seeing on the boards?

This was an offer DCL had for people that cruised on a 7 or 4 day cruise in January. They were offered a 3 day cruise for $99/person. From what I had read that was the only time they had ever had an offer like that. DCL was trying to get back cruisers it lost after 9/11.
