The Rainforest Cafe, Annettes Diner and Planet Hollywood don't take reservations anyway. I imagine the wait would be huge on New Years Eve....
If you're looking to book somewhere really nice with amazing food and a good wine list (Don't drink, so can't vouch for that personally!) The California Grill within the Disneyland Hotel is really something special. We love it. It is expensive, but very lovely.
Another nice option is The Chicago Steakhouse in the Disney Village. Again, really nice food.....
I'm not sure really what you mean by not paying for the resort... Do you mean you don't want to go into the parks? If not, there's lots of places in the hotels and in the Disney Village to pick from!!
Here is the link to our Restaurant Reviews thread: http://www.disboards.com/showthread.php?t=1181765 This should help you in picking your special New Years Eve meal! :thumbsup2
Hope I've helped a little!

From our experience if you want to eat at table service.. turning up and waiting isnt option at all on Nye... you need to book and you need to book it as soon as you can- the parks just get sooo busy... we ate at the silverspur steakhouse in the park at about 7pm- i booked it mid Nov and they only had certain times available. You can book special meals but there very pricey, but if you do wish to eat in the park just be aware of which places are doing the special meals as they may close earlier because of this, last year Walts was included in this.
