Other than lucking out on a Cast Member lanyard, trading for it, or getting them at auction at a pin event how else can you get them? Is it possible to get a pin off the rack and get an "AP Pin"?

All the Artist Proofs and Pre-production samples are very tightly controlled. They are available to the artists for review and are controlled by Stephen, who is in charge of all WDW Pin activity.
They may be made available for pin events, pin auctions, special promotions, or giveaways at something like Scoop's Pin Talks. You would not find one for sale at any pin location. If they end up being traded away either directly or onto a CM lanyard you are bucking million to one odds.

You know what is funny about AP pins... If you look in your collection you more than likly have more than you think. Every once in a while I will look at the back of a pin I have and find it to be an AP. I am sure I am not the only one this happens to.

I traded for two AP pins off of CM lanyard's two weeks ago at WDW and didn't even realize it until I was looking at the pins at home.
A couple of months ago, Disneyshopping.com was selling mystery AP pins.
