As spread out as everything is in CA, I would definitely rent a car. Universal is about a 45" drive from DL and depending on what airport you fly into, it could be a pretty good drive as well. I would think whatever you would spend on shuttles would come close to paying for car rental. We always rent when we visit.

I think you'd spend about the same in shuttles as you would in a car. Also not sure where you're staying, unless you want to eat in the same restuarants, you'll need a car to find food. There's tons of different restuarants around, most not too far from DL, but most are not in walking distance.

We are staying at the Candy Cane Inn I know there is a IHOP Dennys close by and hubby feels better if I use shuttles

I think that the shuttles you lose flexability. If you were only going to DL/DCA, the shuttle would be fine.
Is the shuttle to Universal a scheduled thing? I don't like the scheduled ones because if you are having a great time...you may have to cut out early, If the park is overcrowded and you are having a miserable time , you are stuck there.
Candy Cane is great. We got back yesterday. The way the motel is set up, you can park near your room, which adds to the convieniece. They have a breakfast buffet which adds to the convieience.
