You can use them to settle your bill at Guest Services on board the ship. Throughout the cruise, however, it is "cashless" and only your KTTW card can be used for purchases, etc.

Yes, you can buy them mailorder. I would go to the disney site online or call a local disney store and get the number for Disney Dollar mailorder. I know it can be done, I just don't know the number.
