We are going to WDW on 9/19 for my youngest birthday. He will turn 3 on 9/22. We will be purchasing the dining plan when we arrive on site (we purchased points to stay at a DVC resort). Do they treat him as 2 for the whole stay? Do we have to purchase the dining plan for him for the days once he is 3? We are going to Ohana's on 9/23. Will we have to pay for him out of pocket?

It's been my experience that Disney goes by the age of your child at check in so your son would be considered two throughout your stay. This means that you wouldn't have to pay for the dining plan for him.

If he's 2 when he checks in, they consider him 2 for the entire trip.
Ohana is a family style all you can eat meal and you shouldn't have to order anything extra for him unless he doesn't like anything on the menu, because he can eat as much as he wants of whatever you get. If you order anything a la carte for him you may have to pay for that.
We will be purchasing the dining plan when we arrive on site (we purchased points to stay at a DVC resort).
Please be aware that you can't buy the dining plan at checkin. If you are DVC members staying on points, you must call Member Services and add the dining plan to your reservation at least two days prior to checkin.
If you are there through a timeshare trade with another timeshare, I am not sure how that works. But if the points are your own, you must call Member Services to add the plan. If you purchased points from a DVC member (renting), the member must call Member Services to add the plan for you.

He is 2 the whole trip, meaning at buffets or family style he can have his own plate or eat off yours at other places. If you order him a meal, you will be charged for it.As TDC nala said, you need to add the dining plan now.You can not add it at check-in regardless if you are renting points.

How do you prove this.
We will be there for my dd 3rd bday. I can see her wearing the button at dinner and telling people she is 3 and then they want to charge for her. How do I prove she was 3 at checkin? (same question for gate entry)

If she is 3 at Check-in..She is 3 the WHOLE trip and therefore must pay for a ticket and meals.Disney relies on its guests to use the honor system.Children are free under the age of 3.Once they are 3 they are required to pay.
