I received my cruise documents a few weeks ago for my May 11th trip and in the Travel Booklet on the Cruise Information page it states:
GVMT TAXES & FEES - $123.75
Do we pay this at port or was this included in the "Contract Rate"?
Thanks for any help!

Kathy,
The GVMT Taxes and Fees are included in your contract rate. You've already paid for them with your cruise.
Have a great cruise! Tell us all about it when you return. We'll be on the 2nd Western cruise and will appreciate any tips or suggestions.

The only money you'll spend at the port is if you decide to buy some refreshments at the snack bar :D

If you have a porter help you with your luggage, it's also appropriate to provide a tip.
