Is there anyway to get the disney dining plan if you are booking your room separatly?

By definition adding anything (admission tickets, Cirque or other event tickets, or dining plan) to a room reservation makes it a package.

I was told book a room for 3 days and 1 day of tickets you can get the dinning plan.

Separately from what?
Unless you are a DVC member, you must book a package reservation at a WDW resort to get the dining plan.
If you are not an annual passholder, you must add at least a one-day park ticket to your package for everyone on your reservation age 3 and over (and everyone must get the same length ticket).
Annual passholders can book a room/dining package without tickets, subject to availability.
Only DVC members staying at WDW on points can book the dining plan without purchasing a package.

I'm doing room only since we are getting a discount from a family member. So i didn't think we could get the dining plan

Not unless your discount is applicable to a package booking. If it is a cast member discount, I don't think they are. You would have to call WDW and ask.

No, I don't think you can add the dining plan to a CM-discount room. My best friend was able to get a CM-discount room through a family friend and was not able to add the dining plan. But, she got 7 nights at ASMu for under $500 in April, an incredible deal, so she didn't mind paying meals OOP.
