$200 LOS rental.. Is this true?

I've read here before that a family can pay $200 for all rentals at the resorts (Bikes, Boat, ect.), for the length of thier stay.

Here is the scenario:

My brother, his wife and children(15, 17) will be joing my girlfriend and I for a week at VWL (2BDR). Could we pay the $200 fee and all participate? Would I have to purchase one seperate? Does this even excist?

It exists at WLV, but only up to 4 People.

Does this mean you have to be staying at WLV or could you stay
at BCV and make the trip daily to use the boats or bikes? Is it available to everyone or only DVC members?

You have to be staying at WLV and DVC members recieved the $ 199 non DVC guests a few bucks more.

Specifically, what kind of boats does this apply too. Also, does it cover surries or just bikes??
