Are the guests at the Grosvenor eligible to purchase E-Ride tickets? We have PAPs.

In my 2000 Birmbaum Official WDW Guidebook, it states guests staying in Downtown Disney hotels are eligible for early entry and e-nights. Basically, your a wdw guest, you just can't charge items to your room key from the parks. I'm not sure if they have package delivery either?
