Stupid questions about the dining plan.....

For some reason my adobe is not working, so I can't look at the pdf online.

The dining plan is 38.99, correct?
Does this price include tax on the 38.99? I know it covers the tax on the meal, but is there additional tax on the plan purchase itself?

The regular dining plan for 2008 costs $37.99/adult and $9.99/child per night. All of the tax is included. But it doesn't include gratuities or appetizers.
