Can you still get free DDP if you stay at DVC with points?

nope! You have to pay rack rate for the room. That's when even DVCers book in values or moderates if they want the free dining.

You would have to pay cash through CRO to get a DVC room with free dining.

Whenever you get a DVC reservation on points, you are not eligible for any WDW package deals. Members are permitted to purchase the dining plan for everyone in their party for the entire length of stay. But you don't need to purchase tickets with that plan. If you get the package through Disney, you have to pay rack rate for the room, buy tickets for everyone in the party and pay for dining (unless it is free).

Plus free dining is only a way to fill the normally vacant rooms during that time frame. Hurricane season, kids going back to school and very hot weather.
