I saw a man with 5 female plaids yesterday. I didn't recognize him, and I was dying to know who he was.

He was Asian, but I don't know from where (he may have been American or not, I wasn't close enough to hear him).

Do guests pay for their own CM, or are they provided to celebrities and public figures?

Both. Plaids do tours for the general public (WIWF, Welcome, Discover the Magic, VIP, etc.) and also are responsible for touring with celebs. I'm not sure if celebs have to pay an additional amount for their plaids or if DLR just provides them as a courtesy.

I asked DD (who is a plaid in training) who the Asian man was with all the plaid women yesterday and she said quote: "Anyone with five plaid women around them is either a fellow plaid on their day off or a DL manager going with them to a destination in the park (or possibly his day off as well)." So, I don't think you missed anyone famous.;)

DH was a former plaid. He says that some celebs do pay to have a park escort. Its a bit different if there's an event and they take part in it and that's something scheduled way in advance. But most of the time, I've seen a lot of celebs w/o a plaid. I've seen Michael Imperioli and Jon Voigt w/o an escort.
