Solo kids and snack credits

If the kids (teens) get some time alone in the parks, and want to use a snack credit, can they? OR are all dining credits on one KTTW?

I believe I was told that each of the Keys has access to the DDP credits. We actually used my son's Key (by accident) to get a snack credit and they didn't say a thing.
