are dvc members told in advance to everyone else when free dining is each year. what other perks do dvc members get.

No they are not told earlier than anyone else. DVC members staying on points are not getting free dining. In order to get free dining you must book a room at rack rate and buy at least a 1 day ticket for each member of your reservation party.

There are discounts on some dining and on some tours as well as APs.

DVC members are eligible for free dining just as anyone else is - by reserving a package with free dining thru CRO. It cannot be reserved thru MS however.

The "free" dining packages are an incentive to pay full rack rate for a WDW resort room and to purchase a minimal admission ticket. DVC members can purchase the dining program - without the need to buy admission tickets - for stays using DVC points, but the dining is not free and is not avaiable for stay using points or discounted cash stays.
