I dont know if this is true for Canon but lack of availability for a specific product like this often indicates that a new version is on it's way soon and the manufacturer is no longer filling retailers orders for the old version.

That would be true of the old kit, the IS version is an almost brand new lens. I think it has more to do with them putting into the new cameras as part of the "kit". With pentax and sony having built in IS, canon needs to ship an IS lens as part of it's kits.

photography-on-the.net/forum usually have plenty "new" ones from all the Canon folks dumping it to grab a Tamron, Tokina, or Canon L lense from their kits. That's where I usually pick up "used" lenses nowadays since most of those folks tend to be very anal with their lenses...including me! LOL.
Why do you want the old kit lense when there are plenty of alternatives out there that are far better? Just a thought. What's your budget on the lense? The new IS version has gotten good reviews from a lot of folks. It's no "L", but for the price, its gives a good bang for the buck, especially with IS built in now.

This IS lens is not the kit lens, though.

Actually, the 18-55 IS lens is NOW the kit lens for the XSi. Have you checked bhphoto.com, adorama.com and beachcamera.com ?
