$99 fall rate

I have seen a few mentions of a $99 rate for a fall cruise. How do you get those rates? If it's what I think, it's because you went on a cruise in January, right? Do they offer that every year because that is a major incentive for me to go in January. Also, what are the restrictions?

The $99 3 day cruise was offered to those who sailed in January on either a 7 or 4 day. It was just a promotion to get people back after 9/11. We sailed in January and from what I read hear after the promotion was announced it was not something they had done before.

We loved sailing in January- the rates were lower and the weather was beautiful! Not too hot! We are planning another cruise in Jan 2004.
