When can you book 4 night II exchanges?

Does anyone know when the new policy towards II exchanges takes effect? We'd really like to try Vegas for 3 or 4 nights next May, and I'd like to get started with planning the exchange.

I am not sure when it starts but I noticed the II website has changed and there is a place that says exchange. I hope it is soon. I would love some of the small weekend trips.
